MSU HR compliance
Michigan State University is committed to ensuring that all hiring practices adhere to ethical, legal, and regulatory standards. Our policies promote an inclusive, compliant and safe workforce while maintaining full compliance with federal, state, and institutional guidelines.
This site serves as a central resource for key compliance requirements, including Form I-9 Verification, Criminal Background Checks (CBC), participation in the Federal E-Verify program and Conflict of Interest in Employment.
Form I-9
Form I-9, Employment Eligibility Verification, is a mandatory document that ensures employees are legally authorized to work in the U.S. An I-9 must be completed for each new hire and rehire to verify their identity and work authorization.
E-Verify
E-Verify is a web-based system that verifies the identity and employment eligibility of newly hired employees and those who work on federal contracts or subcontracts that contains the Federal Acquisition Regulation (FAR) E-Verify clause.
It electronically compares information from an employee’s Form I-9 (Employment Eligibility Verification) against records from the Social Security Administration (SSA) and the Department of Homeland Security (DHS). If a mismatch occurs, employees will be notified and given the opportunity to resolve the issue.
The E-Verify Status Report – HRP1191 report provides a unit with a resource to identify if an employee has been e-verified. Users must be assigned the HR Unit Reporting Administrator Sensitive role via an Access Request with the appropriate organization codes indicated for access.
Criminal Background Check
Michigan State University conducts Criminal Background Checks (CBCs) as part of its commitment to maintain a safe, compliant and secure working and learning environment. Background checks help ensure that individuals hired into the university meet ethical and legal standards, and fulfill obligations related to federal and state regulations, contractual agreements, and risk mitigation policies.
Conflict of Interest in Employment
Employment of "relatives" in the same unit or department or under the same supervisor is authorized only with the prior written approval of the head of the unit or department and the Office of the Provost or the Office of Human Resources, as appropriate. A Conflict of Interest in Employment form should be completed by the requesting unit.
Employment Laws & Guidelines
Labor law posters are mandatory workplace notices that inform employees of their rights under federal, state, and local employment laws. These posters must be displayed in a conspicuous location accessible to all employees, such as break rooms or near time clocks.
Records Management
Records Management at Michigan State University (MSU) involves the systematic control of university records throughout their lifecycle—from creation and active use to storage, archival, or secure disposal. This process ensures that records are maintained in compliance with legal, regulatory, and institutional requirements. MSU’s records management practices support transparency, operational efficiency, and data security across departments. The university provides guidelines for the retention and disposal of both physical and electronic records, helping faculty and staff manage information responsibly and in alignment with university policy and state law.
