Retiree Health Care Exchange RFI
On November 26, 2024, MSU Human Resources sent a memo announcing a request for information (RFI) to gather insights regarding retiree health care exchanges. You can view the official memo by clicking this link or you can read the memo below.
To whom it may concern,
On behalf of Michigan State University (MSU), Mercer is issuing this Request for Information (RFI) to better understand the market landscape and gather valuable insights regarding Retiree Health Care Exchanges. MSU is seeking detailed information from qualified vendors to assess available solutions and capabilities. MSU intends to explore potential partnerships with providers capable of providing comprehensive solutions for both Medicare and pre-Medicare retirees.
MSU currently provides health care coverage for approximately 6,800 Medicare-eligible retirees—including retired employees, their covered spouses, and surviving spouses—through a Humana Medicare Advantage Prescription Drug (MAPD) plan. Additionally, approximately 1,050 non-Medicare-eligible retirees or dependents are covered under a Humana PPO plan, transitioning to Personify Health as of January 1, 2025. Contributions toward retiree and dependent health care coverage vary depending on the retiree's retirement calculation date, years of service, and age at retirement.
Included in this RFI packet:
- Instructions for Submission, Timelines, and Questionnaire
- 2025 MSU Retiree Open Enrollment Guide
- MSU Retiree Benefits Policy and Procedure
Submission Deadline: Responses must be submitted no later than Wednesday, January 10, 2025. Please note that late submissions may not be considered for evaluation.
When responding, please consider that the well-being of our retirees is a top priority for MSU. We seek a provider committed to delivering excellent service, innovative solutions, and competitive rates that align with our strategic goals.
We value your participation in this process and look forward to learning more about your offerings. If you have any questions or need clarification, please contact John Lapinski at Mercer at 248.839.8117 or via email at john.lapinski@mercer.com.
