New Form w-4 for 2020
Due to the Tax Cuts and Jobs Act, the Internal Revenue Service (IRS) will release a revised federal Form W-4 effective January 1, 2020. You may familiarize yourself with a draft of the new form here. The final form will be available on the Payroll website once it is published. Please note that the new Form W-4 is significantly different than the current Form W-4.
How does this impact current MSU employees?
- Employees are not required to submit new forms; withholding will continue based upon your previously-submitted valid W-4.
- Employees who wish to adjust their withholding prior to January 1, 2020, see below for important deadlines and instructions to update your W-4.
Important deadlines to change your W-4 prior to January 1, 2020
Bi-weekly paid employees:
You will be able to change your current Federal W-4 using the normal process in the EBS Portal until 4:00 p.m. on December 10, 2019. After this date, you will need to complete a paper Form W-4 and turn it in to the Payroll office for manual processing by Noon on Thursday, December 26, 2019. See steps to complete paper form below. After December 26, you must use the new 2020 Form W-4, which will be available in the EBS Portal on January 3, 2020.
Monthly paid employees:
You will be able to change your current Federal W-4 using the normal process in the EBS Portal until 4:00 p.m. on December 10, 2019. After this date, you will need to complete a paper W-4 and turn it in to the Payroll office for manual processing by Noon on Wednesday, December 18, 2019. See steps to complete paper form below. After December 18, you must use the new 2020 Form W-4, which will be available in the EBS Portal on January 3, 2020.
Steps to Complete the Paper Form W-4
You have two options to submit the paper Form W-4: either submit the form in-person to the Payroll office or submit via email. Please note instructions for each option:

Turn the Form W-4 in to the Payroll Office in-person.
- Download the paper Form W-4 on the Payroll website.
- Complete the form and bring to the Payroll office for processing with a copy of your MSU ID card.
- Locate the Payroll office at the Administration building, 426 Auditorium Road, Room 350, East Lansing, MI, 48824.

Email the Form W-4 to the Payroll Office
- Download the paper Form W-4 on the Payroll website.
- Complete the form using the following steps:
- Only include the last 4 digits of your social security number.
- The form must be signed.
- You must include a copy of your MSU ID card with the Form W-4.
- You must send the email from your MSU email account (external emails will NOT be accepted).
- Email should be sent to CTLR.Payroll@ctlr.msu.edu.
