Introducing the Modified Operations Policy

The Modified Operations Policy was designed to clarify procedures in an emergency that would disrupt normal operations and assist departments in the submission of their annual Business Continuity Plan (BCP). While it’s rare that the university is forced to modify operations/services, it’s important for each employee to know their unit’s procedure should this happen.

During an emergency the university may decide to move to modified operations. Modified operations mean there is an official temporary suspension or delay of university operations due to severe weather1, major utility failure, or other unusual circumstances which may endanger students and/or employees. The decision to move to modified operations is made by the President or an authorized designee. Colleges, departments, schools, and other campus units cannot move to modified operations on their own.

You may remember last January when the university modified operations due to the extreme weather during the polar vortex. If you were unsure of your unit’s procedure during that time, make sure you understand it moving forward. We encourage you to discuss your unit’s BCP with your supervisor.

The BCP outlines your unit’s procedure should the university move to modified operations. Your unit’s BCP should also identify those employees who perform essential functions or services and are considered critical. Critical employees with essential functions should report to work during modified operations; non-critical employees should not report to work. You should be mindful of communication from your supervisor as well as the general university information during modified operations. Contact your supervisor if you’re unsure whether you’re considered a critical or non-critical employee.

Departments may also find these resources on the HR website useful as they discuss modified operations with their employees.

1 Remember, severe weather does not normally trigger the Modified Operations policy. We do live in Michigan after all, and our weather is subject to change. Employees should discuss severe weather issues and plans with their supervisor.
