To: Unit Administrators for FAS positions and HR Representatives

As you are aware, the temporary salary reductions for faculty and academic staff members were scheduled to take effect on Sept. 1, 2020. While reductions are in effect, units will be expected to submit personnel actions and pay change requests with the reduced salary on the forms for all actions that impact the current reduction period, Sept. 1, 2020 to Aug. 31, 2021. This will include the calculation of how the reduced salary was derived. Units must identify what the FTE salary and actual annual salary was prior to the reduction and the increase or decrease amount.

You can use the FAS Salary Reduction Calculator for both UNTF and non-UNTF positions to demonstrate how the new reduction is calculated. For those positions that are appointed as non-UNTF, input a zero UNTF percent in the calculator. You must attach a copy of the completed calculator to the transaction for MSU Human Resources (HR) to verify that the reduction calculation has been accurately applied for the transaction. Review the percent reduction against the graduated tier, to ensure that the correct percent reduction is reflected. We must ensure the salary information is accurately documented for audit and data integrity purposes. Therefore, if the calculation for the reduction is missing or incorrect, MSU HR will return the form to the unit for correction. If you have questions, contact Academic Operations with questions about calculations prior to submitting documents in workflow to minimize the rejection of forms.

When submitting supporting hiring documents for fixed term appointments and reappointments (such as the offer letter and Fixed Term Memorandums(FTMs)), the total FTE salary before the reduction should appear on the “annual full-time salary rate”. The attachment for non-union full time fixed term appointments regarding temporary salary reduction and the attachment for partial UNTF full time fixed term appointments regarding temporary salary reduction will be required documents during the reduction period; view those here. Templates for offer letters, FTMs and temporary reductions should not be altered. Alterations to the template documents may result in the form being returned to the initiator for correction. For tenure and continuing system and executive management appointments, use the updated offer letter documents provided by Academic HR.
